If I was "troubling the restaurant" because I happen to be in a wheelchair I wouldn't want to eat there, I would eat somewhere different. It would be sensible when making a reservation to mention that one of the party is in a wheelchair, so that seating arrangements can be made before you arrive.

I believe it is best to, to make sure you will be able to get inside, and not up a flight of stairs etc. just looking at my town I imagine less than 35% would be able to give you roll in access, and much of the city is on flat land. (the man streets anyway) We do have perhaps 15% with outside seating, but that can be subjected to the weather Good Luck H-man
