Toilet paper is designed to fall apart when wet (ever see someone try to dry their hands with toilet paper, for example when a public restroom is out of paper towels?). Paper towels are just the opposite, you don't want paper towels disintegrating when you're trying to wipe up a wet mess. Therefore paper towels should never be flushed down toilets. You would think something like this would be common sense, but in fact it's not. Before calling someone, you might try the plunger again. If that doesn't work, get a flexible stick (from a tree branch, for example) and try to clear the obstruction caused by the paper towel.

you need to send something down there to push it through, or if you're lucky, pull it out. a hand snake would do the trick easily, but most people don't have those around the house. You could try unraveling a metal coat hanger and sending that down a couple feet. be careful, don't jam it down there. or pick up a hand snake at home depot for 20 bucks. beats a plumber charging you 100 for a very simple job
