Bilbo is right but he didn't go far enough. The larger number is six times the size of the smaller number. So altogether they are 7 times the size of the smaller number. 25 is 7 times the smaller number.
So the smaller number is 1/7 of 25 or 25/7. The larger number is 6 times that, or 6/7 * 25.
