I always have protein as a post workout because your muscles need to rebuild after you burn all the glycogen stores in your muscles and the glucose and protein are great for rebuilding. I always take creatine as a pre workout it pumps more blood and nutrients into your muscles it gives you a better workout so you can last longer and your veins will be dialated as well for your recover stage. I would only take it before because if you take too much your body just flushes it out of your system

Canned tuna is a better investment than whey. Whatever your protein source you need it after the workout. Creatine is stored in the muscle and adds to the energy supply. Take it with any meal. It'll get there eventually and get used. Over the centuries and across cultures the muscular athletes have three things in common. 1. resistance training 2. good food 3. lots of sleep and rest
