There are some colleges that do not require you to submit a SAT or ACT score- try a google search or ask for help at the public library. If they require it, you must submit it What is your GPA?

You should withhold them, since your scores are quite low.

If your scores are low, don't submit them to score-optional schools. Since your scores are quite a bit below average, they can only hurt your application. Even if you got a good score (1800+), it might not help at an SAT optional school.
