Hi No the hydraulic pressure is applied to both front and rear slave cylinders some have what is known as split system where there the master cylinder has two circuits one to front right and the other to left rear and teh other to left front and right rear so should one circuit fail you can still stop. the handbrake cable on most european cars works on the rear brakes only it is a lever which inside the rear brake drum operates on the rear brake shoes. these sometimes need to be freed as they do tend to sieze up after some years of use. probably where you have got the strange idea about this. but all wheels have slave cylinders which operate all the brakes on all the wheels. hi the guy anton has got it wrong actually.
