If you aren't working, then you can get health insurance from the state. There are calculators that let you know what plans are in your area, how much the insurance is and how to get it. If you don't have an income, you won't be fined for not having it.

Nothing will happen. Nothing will happen to you because it is only mandated for those with enough income to be able to afford to buy health insurance with only their income. If you have no income, then it is not mandated for you, and nothing will happen to you. For a person for whom it is mandated, there is a very small fine, which, again, you won't have to pay. There is no jail for anyone.

Nothing will happen by January 1 but if you dont get insurance by March 31 you may pay a tax penalty, deducted from any refund you have coming. If there is no exchange plan that costs less than 8% of your income, you wont pay a tax penalty. The IRS cannot collect the tax except from your refund. If you are young, you have the possibility of needing a doctor at some point for illness or injury and if you go to the ER, you wont pay the bill. So thats the reason for it. When the hospital and doctor dont get paid they raise their prices. Under Obamacare, you can be on your parents insurance to age 26 or buy a catastrophic care-only plan that is cheaper.

You have until March to avoid the fine. You have until yesterday to not be without health insurance...or your can take Ryan's advice and come after him for your medical bills.
