If you don't want to bother with a second meter (it may not even be allowed where you live, depending on zoning) just do a rough estimate. Look at last year's bill for his first month of use, see how much higher it is, and just charge him the difference. Make sure you test this at least several times a year, because in high usage months, the difference may be greater. He's your son, so it doesn't have to be exact. You just want to make sure that any estimates favor you, not him, since this shouldn't be costing you anything.
