Find a new roommate. Honestly those kind of people don't change they just expect everyone else to accommodate to their life and the things they do. Don't let him do that to you. Tell him either he pays on time or you're going to find a new roommate who will.

You should tell him that he will have to go unless he mends his ways. Lodgers have no security of tenure so if he drags his feet wave him goodbye.

Just be straight forward and tell him if he doesn't pay up to date and on time he will have to go.

It will get worse and worse as time goes by, time to get rid of him. The next thing you will find is him not paying you at all.

Put a great big notice on his door that he should see you immediately the next time he is in and threaten to change the locks on his door if he does not pay you the outstanding rent immediately.

Since he is renting on a weekly basis all you need do is give him one rental week worth of a written notice to end his lodging agreement and move.
