Try to clean up your cache from your browsers (not just for the day, but since the beginning of time). Press CTRL+SHIFT+DEL, that works in any browser. Do a disk cleanup (start > type disk cleanup and click on it). Remove all temp files and everything you don't need. Try to download the files from a different source, the server you're accessing may have temporary problems. If nothing helps, you may have a problem with your network or ISP, someone else on your network hogging up your bandwidth or perhaps disconnections on your Wifi (try another wifi setting to see which one gives you the best connection). You can use software like jdownloader (http://jdownloader.org) to download stuff and it can stop and resume downloads, among other things. There are a lot of different things that can cause this behaviour, you just have to troubleshoot and check things off the list to find the culprit.
