If bulbs and fuses definitely OK, it's down to headlight switch, relay or wire connections. You should be able to locate the low beam relay by listening for the click when you turn lights on and off (on low beam), but if switch or relay really bad, no click. There should be a guide to relay locations somewhere, either on a fuse panel or on a relay box (maybe inside the cover) under the hood. There may be identical relays you can swap to check one that does not work, but clicks.

its an 08 I would check the relay, the switch, the fuse, connections, wires and bulbs

Check bulbs first. Look for frayed or broken wire. If this is on both, it could be your switch.

Check for power and ground at the headlight connector with the low beam on. You might have a bad ground, a bad fuse, a bad relay or a bad switch or simply a bad bulb/s.

Most likely you just need to replace the bulbs.

Might want to check the blubs again. if the filments look burt in anyway the bulb will not work. It not uncomomn for one bulb to blow then the other one to go before you notice they are out.
