I would ask her to do some research on it firs and report back to yout. Are there any long term risks? What are the risks of infection? Does it create any problems or inconvenience? Will it affect her sense of taste? Is it easily and safely undone? How much does it hurt? What are the reasons that people get their tongue pierced? What are the benefits, if any? In other words, help her to make an informed decision. My guess is that she's merely following a trend among her friends, and for her to life safely she should be encouraged to think for herself.

I think you should say yes; it's just a phase, and she'll likely grow out of it. But if it's a style she wants to consider, you should let her have the freedom of self expression. Besides, if you tell her no, she'll probably just want it even more. Children at that age are difficult; not yet adult enough to make their own decisions but still with a mind of their own. It's best if you help her out the best you can, and allow her to experiment safely.
