Yes. Absolutely. Believing that you are the exception that doesn't is how you land in jail. It cost Wesley Snipes 3 years of his life during his prime earning years.

Yes when you do have the taxable amount of income for that tax year and do owe and amount of taxes after your 1040 FIT return has been correctly completed during that tax filing season for that past tax year. You don't have to pay taxes if you have no income, own no property, and don't buy anything.

Anyone with an income of any kind is obligated by law to file an income tax return. You MAY or MAY NOT actually OWE any money in taxes as that depends on how much you received during the year and what kind of exemptions you may have. I am retired and have a modest pension of $16K per year. This is taxable income and I end up paying about 10% ($1600) in income tax every year. By the way $16K is below the poverty line in the USA, and yet I STILL have to pay income tax!
