No. There is no provision for "freedom of conscience" in the US. Also the stare law vs. Federal law debate is non-existent in France.

What? Your question is unclear. Freedom of conscience is a fundamental right, but apparently not if a priest or justice feels they cannot in good conscience ordain or perform a "marriage" that does not meet their standards. Our pastor had the freedom of conscience to not bless or perform a marriage if the couple didn't go through pre-marital training, but apparently in France he would not have had the freedom of conscience to NOT perform a "marriage" between any two or more consenting adults.
