Social networks use databases, so HTML isn't enough. You need a server-side scripting language (PHP, asp, jsp, Ruby, etc.) And there's no such thing as a social networking language. It is much more complicated than that. HTML is a language that pretty much tells browsers how to display information. Social networks like Facebook require much much more complicated scripts. You can use any language you would like for developing it in theory but you probably will have to include certain ones like JavaScript php mysql HTML too maybe css. These are just standard basic scripts for websites. A social network well need servers and server side scripts as well as client and probably web apps that usr java or c++ or c or some programming language. As long as you accomplish the task, it doesn't really matter what language you use besides the fact that some are more efficient at certain things than others.
