Yes, simply making a conscious effort to use your non-dominant hand, will allow this over time to occur. You will always have favoritism for certain things, however if you learn something with your non-dominant hand (Fencing, guitar), you will naturally be better at it with that one.

Yes. Just like writing with your dominant hand, writing with your non-dominant hand just takes practice. Look at children who grew up in the 50s. If you were left-handed, you were taught that it wasn't normal and forced to write with your right hand. My mom's best friend from childhood is ambidextrous because of it.
