You can install governors in cars the can restrict top end speeds. I'm not completely sure if bikes have them, but you could easily make one for a carbed bike. Just restrict the throttle plate by blocking how far it can open

Yes, you can fit a restrictor kit or simply crimp a fishing sinker to the throttle cable to prevent it being turned all the way. But if you are over 18 years old I would say the Ninja will be okay as is. Do get some safety training though, it's worth every penny.

get the gearing altered by changing the sprockets . it is a pretty cheap way of doing it

If you don't want to go fast, then don't open the throttle. Simple as that. But you will want to go fast from time to time, everyone does and at that moment you will just undo whatever limitation you did to your top speed.

SLOWER is easy, don't twist the throttle so hard. Tell MOM, just because a bike CAN go 110 MPH doesn't mean it HAS TO.

If you really want to slow top speed change the drive sprockets. Go bigger on the rear one. The formula is driven/drive. It's just math. Easy stuff. Want a cheat way to do is : gearing I don't know how to hook links. Sorry.
