Unemployment taxes have never been taken out of an employee paycheck. It is paid by the business. What is taken out is for other things.

Unemployment insurance is taxable income. And if they didn't take taxes off when paid, they'd never see it again, because it's not like most unemployed people have a lot of money saved up to pay the tax bill at the end of the year.
