Yes he is right-the queen is wrong for wanting to continue a war out of contempt for those who fight. Maybe the queen is thinking that eventually people will get sick of war and just stop fighting-or that both sides will destroy each other to a point where there is no one left to fight. On the other hand she could have ordered war in an emotional state of irrationality. Killing a person won't change their nature, and knowing nothing but war makes peace seem irregular and illogical and becomes more of a tradition that a necessity.

This is potentially an interesting topic, but it's too vague as it is to answer. The queen wants "more war". What was was going on already? Over what? What was the king doing about it before he died? If he was king of the whole world then it must have been a civil war - etc. Need to narrow it down a bit to bring out whatever point you are trying to make.
