No Norbert is never seen again, they're different dragons and different species. Hagrid's dragon was a Norwegian Ridgeback, while the one Harry fought was a Hungarian Horntail. Norbert is also actually a girl too, later named Norberta.

No. While Charlie did raise Norbert (later learned to be a female dragon and renamed Norberta), Charlie did not bring Norbert to the Goblet of Fire. She was mentioned, but was not one of the dragons in the fight.

No. Norberta was a Norwegian Ridgeback and the dragon that Harry had to steal the egg from was a Hungarian Horntail. Norberta (who was revealed in Deathly Hallows to be a girl dragon and renamed Norberta) also wasn't the dragon that any of the other three champions fought either. These included a Chinese Fireball, Common Welsh Green, and a Swedish Short-Snout.

No they were 2 different breeds.
