Density is generally the number of people per square kilometer. Rate is generally the number of people per day, or per year.

No - it is a measure of number of people per standard area. If you have a question that includes the word "rate" , this invariably means - divide by time. When measuring population density you do not divide by time - therefore it is not a rate measurement.
