It's highly unlikely they would have any Liability for public use equipment other than replacing the equipment. This only means against theft and nothing else: There is a sign posted that they are not liable for "unattended belongings"

You'd likely have to prove they knew about the issue and did nothing about it.

I'm not really sure but I don't see why they wouldn't be. Its fairly clear their machine broke and caused your stuff to get ruined. You may have to take them to small claims court to get any money for this, it might not even be worth the time and effort to take them to court, and its a bit of a toss of the dice since I don't really know the law on this but I think you'd win in small claims court.

Did you inspect the equipment before using it? Don't you think it is your duty to do so? If not then I would say you are also responsible.

Usually not. Building laundry rooms are to be used at tenant risk just like a laundromat. Things like this are what renter's insurance is for.
