Obviously the first to stop clapping isn't true, however the soviets did have a mentality similar to this. Also I'm sure that some people feared Stalin, just like some people in any form of government fear their leaders. Citizens of the Soviet Union had a strong love of country, and fully supported and loved their leaders. Nationalism in the soviet era was at an all time high, and not out of fear either; purely out of the belief that they lived in the greatest, most powerful country in the world.

Stalin has done a lot of Russia and the USSR. The goverment of the US hate Stalin, because Stalin was unmoved.
