At the small/low end, yes. Honda made gas engine cars that got well over 40 MPG in the 90's. Compared to a new car though those old Civic HF's would be much slower and not nearly as safe, cars were lighter then in part because they didn't have nearly as much safety equipment. Beyond that though, no, you can now get midsized sedans that get between 35-40 on the highway, pretty much no midsized sedans were that good 20 years ago.

No, Today's cars are much more efficient with more power albeit a lot harder to fix.

There are many cars in the 90's that were and are currently gas efficient. I own a 1995 Honda Civic and it's a huge gas saver. However, any 4 cylinder car of the 90's or even today can save you a lot of gas.
