it's all to do with how well insulated you are if you are then yes but if heat is escaping the boiler works harder to maintain the temperature even on low

We leave ours on low 14/7 in the cold spells as it works out cheaper than boosting it up twice a day. It is set at 15 and we turn it up in the evenings when we sit around.

Yes, your furnace will not kick on as often if the temp is set lower, so it won't use as much gas.

We would need to know what type of heating you have and is it an apartment or a house. There is a big difference. For example wallboard heating for an apartment. This is extremely expensive and puts out very little heat. They also take a long time to heat up. I've compared my bills and have found that when I turn it on high and shut it off after the room is warm, I save more money than keeping it on low all the time. I only turn it on during colder days as well. Either way, make sure your windows and doors aren't letting extra cold air in. Can't say more without more info.
