No. You cannot make restrictions.

No, you can not restrict what the money is used for. You can only restrict the daily spending limit but not what it is spent on.

A private citizen cannot do that. The government can. It's called food stamps.

Not what, but where yes. If you buy a particular store card, it will limit them to that store. You can also control how much money is on that card.

Creative solution: Yes but you need to use a Gift Card, not a Debit Card. You can buy a store brand gift card in place of a debit card. For example you can buy a Safeway Gift Card and that can only be used at Safeway
