Well you can be if your parents are willing to give you up for adoption. Also if it can be proven in court that your parents are abusive you can be placed in a foster home and maybe this can lead to adoption. Children are not property. They are not property of their parents or property of the state. A person can abuse of neglect their property but they can't abuse or neglect their children. However, strict discipline is not abuse even though you aren't allowed to do some things other kids are allowed to do.

First, there is no such thing as birth parents; it is a politically correct term and meaningless, not to mention demeaning to parents. If you are a minor and your parents are deemed unfit to care for you, Social Services can, and frequently do, place a child into protective custody, place a child into foster care, or have approved people adopt them. That is not to say that the child will be better off, but the social services will be happy.
