Yes it is. Breakfast isn't a type of food.. breakfast means "to break your fast"... so WHAT you eat doesn't matter. What's important is that you break your fast.. your body needs food to get going and keep you going through the day.

The time of day doesn't matter. The issue is nutrition. Regular chili is made with meat and often has cheese added. That's a lot of saturated fat. Most breakfast cereals will have far less saturated fat, making them a better choice than chili any time of day. Compared to bacon and eggs, chili is healthier.

I suppose there's nothing wrong with eating chili for breakfast. I can't say that I've ever heard of eating it as a breakfast food, but many people do eat leftovers. It might be good served over some toast or crispy home fries similar to if it was served with mashed potatoes at dinner
