It could come anytime before 4:30 - note that the 4:30 is not a guarantee. If there is a problem, it could come as late as 6:00.

It means by 4:30. There is pretty much no way to spin the time out to a more exact moment than that. Traffic, weather, amount of work, how long each takes to deliver makes things pretty inexact other than by 4:30

I'm kinda confused. The only guarantee for a 4:30 delivery from Fedex is for a priority delivery in a rural area.. If that doesn't match your situation then I don't understand what the 4:30 means. Or are you looking at the shippers website and not Fedex's. Most shippers sites are less accurate than Fedex's. Because all other guarantees to a residence are for 7pm, but now that Xmas is over I would actually be surprised if it arrived after 4:30 anyway.
