Yes, it makes the car bad concerning oil, gas and the car battery. But the good news is that everything else should be alright. You should tell them to put oil, gas and a car battery in it and then get the car moving before you buy it. You really should take it to a mechanic and pay $80 or whatever for an inspection.

Yes, It still could be considered in good condition in a restorers eyes. Like said above, Gas ,battery, oil etc. Will need to be renewed tires maybe. My question to the owners would be "why did the car sit for two years?" This is an old car so you might be looking at a project. Other than a car you can buy, jump in, and drive away with.

lets put it this way cars are made to be used also after 6 months petrol goes stale and like water making it useless. all fluids will need a change, as will filters batteries do not like sitting so will be out of charge. yes tell them to get it moving and running before you even look at it.

The big question I would ask if if the vehicle was properly stored and maintained while in storage or if it was just parked and forgotten. A vehicle properly prepared for long term storage can sit in storage for a couple of years without much concern. If it was just parked, expect quite a few problems to make themselves known pretty quickly.
