Johnson's (and later Nixon's) decisions on Vietnam gave the Carter administration a massive federal debt to deal with. G.W. Bush's decisions in Afghanistan and Iraq left a mess the Obama administration couldn't figure out how to resolve. Obama then left the steaming carcass of the ACA on Trump's doorstep. Every President inherits both the good and bad from his predecessor.

Well W stupid decision's has affected Obama and turmpe. Some of W stupid decisions are irreversible. Like we can never get the Space Shuttle back because of W stupid decision to retire it!

The better question is how DOESN'T a current president affect a future one? Practically all policies, foreign and domestic, carry over to the next president. A new president of the same party might be fine with them, but a president of a different party might be ideologically opposed to them, but can't necessarily dump them and go a different way. Some of those policies, foreign and domestic, may be showing their flaws and falling apart by the next administration, the new guy must deal with this.
