wrong question must one be a legal US citizen to be a legal state citizen; Y E S. it is the same world-wide, I am sure how can one legally be a citizen of a city in England, Germany, ITaly, et al, if one is not a legal citizen of the applicable nation? keep in mind the hierarchy of law; nation, state, county, city

if you look at the application and it asks if you are a legal citizen of the US then yes, you need to be a lega; citizen
