Yes, they will let them finish. But they aren't gonna give the person a chance to run away. A police officer has to think of their safety as well, and apprehending a person in the act of urination would open them up to getting urine on themselves. This could expose them to diseases or infections. Plus, I've seen it happen before and they let them finish.

No they wouldn't. They would watch them as they do it then arrest them.
