You could just buy a router but it won't mean a lot without a connection

You need an internet provider. Your phone line needs to be equipped with the matching ADSL gear at the telephone exchange end, otherwise the router is just a paperweight... Most ISPs will send you a free router as part of the package.

You need to have a provider to get internet service. The router is just a device that takes the Internet signal that your provider provides and trensmits it thru the air so that your computer or other device can connect to it.
