try mom and tina's cafe in C5, near tiendesitas and near in the restaurant San Jacinto. i'm not just sure of the price but i find it good.

The Chocolate Kiss inside U.P. Diliman. they make marvelous cakes.

Mom and Tina's along c5 is pretty good. Gateu de Manille Banapple along Katipunan Sweet Inspiration along Katipunan

So far Conti's (see different branches: http://www.myfoodtrip.com/s.php?q=conti%27s) and Mom & Tina's (http://www.myfoodtrip.com/v/218023/mom_and_tinas_bakery_caf.htm) would be the top choices off the top of my head. They're really known for the cakes and other desserts.
