Look up grants, fellowships, awards and other funding for writing and publishing. I don't know if you want to self-publish or not, but you're going to need money for printing and materials and distribution. There are books on funding for individuals at your library, and websites. The Foundation Center has a site for that, and that is a good place to start. Contact as many writer and artist groups in your area as you can for help and advice. Ask as many writers for help and advice. Do research on individual publishers and find out what their guidelines are for publishing is before approaching them. Ask the head of your local employment center for help and advice. When you contact people be patient and courteous, and be as thorough and organized as you can, and make sure you communicate well to others to avoid confusion - don't get mad. Hope this helps.

Begin your research of the market, and maybe look into a literary agent who can help you market your book. I suggest Writer's Market, it's helped me publish before. It will explain everything, give you a list of publishers, and will help you understand the market.

You first need to decide how you want to publish your book. There are numerous options: traditional publishing, self publishing, and e-publishing. Do research on the aforementioned and determine which of the publishing methods best suits your goals as a writer.

Proof it. Edit it, reedit it. Reproof it. Get it professionally edited. Otherwise you are just wasting time and money. After that, look for an agent. Let them take it from there. Avoid watpad or anything like that. Why would someone buy a book they can read for free. Self publishing is only good for the person who printed it. Unless you are a known author that is a waste of time.
