Use DBAN - http://www.dban.org/ If you only want to delete particular file permanently, then some softwares like TuneUp Utilities, Advanced SystemCare, etc. come with 'file shredder' that erase your data so that it is unrecoverable. Use CCleaner (free). It has a disk wiper function that will overwrite the disk multiple times to ensure the data is unrecoverable. It also does a great job of cleaning the junk from your hard drive.
