If the cactus is healthy the condition is known as corking. It happens in some aged specimens. I would not paint anything on it. It may be possible to start a new cactus by cutting off the green and allow it to heal over then place on medium for rooting. The bottom can be put were you won't be bothered looking at it much and should send out more growth that you may be able to do the same with. I have one such cactus that I have had many offspring from that some are now taller than the original parent plant and are nice and green.
