First you would have to go to your carrier (Sprint, Verizon, T-Mobile, etc) and find out when you can upgrade. If you aren't eligible for an upgrade then your carrier will probably charge you a fee to get an upgrade early. I know for sprint this fee could be up to as much as $200 but it depends on how far along you are in your contact's term. For example if I have a 2 year contract and decide to upgrade after 1 year, the fee they will charge would likely be around $100. In my opinion, I would just wait until your eligible. You should be allowed to keep the same number as long as your upgrading with the same carrier. If you switch carriers then you would probably have to get a different number As for prices As for the iPhone 5, you would have to check with your carrier because apple does not make them anymore.
