yes. if you have a 430w or higher power supply, then you should be more than good to throw in a dedicated graphics card. lower than 430w, then you may have ti settle for a lower end video card. but of course, you can always upgrade the power supply as well.

According to HP Support Center, your motherboard for the HP p7-1030 has 1 PCI-E 16X slot. These means you can get a dedicated GPU for your PC that would be able to play TERA just fine. There are a tun of GPU's to chose from and they all have different PCI-E interfaces, such as PCI-E 1.1, 2.0 and 3.0. Do not let this intimidate you when looking for a GPU as all PCI-E interfaces are forwards and backwards compatible with any PCI-E 16X slot on any motherboard, for an example you have a 16X slot so iff you got a PCI-E 3.0 GPU it would run at PCI-E 2.0 speeds, the speeds on 2.0 vs 3.0 are very negotiable so your not missing out on a lot of bandwidth by doing that. If I had to give a recommendation to you for "TERA" I would say look at the AMD 7770 or the 7790 cards.
