Probably not - like most subjects at A-level, the GCSE course give you the knowledge & skills base you need to go on to higher qualifications. You'd need to ask your local sixth form / college to see if they'll accept you onto a course without it.

I personally know someone who did not take Art in GCSE but has gone on to do Fine Art at A-levels. She had moved school as well so I believe that the situation will change from school to school and would be best to check with the schools.

Speak with an art teacher at a school, they will probably let you if you show them some work or something.
