In your link, the 2nd. green box at the top, click on "measurement". It explains understanding a vernier scale. You have not specified inside or outside diameter, metric or imperial, but basically you use the knife- edge side of the jaws to measure an inside diameter such as a car engine cylinder, and the external side to measure an outside diameter. The only limitation on outside diameter measurement is if it is too large a diameter to be able to open the jaws and have them reach past centre, so larger cylinders would need to be measured across the ends only. I was in engineering 56 years.

The diameter is the length from one side of the circle to the other. You just lock the two arms onto the widest part of the cylinder and look at the ruler between the teeth/ arms. https://www.bing.com/images/search?q=vernier+caliper&FORM=HDRSC2
