Spaying may help, but a young lab really needs an outlet for all that energy so spaying alone will not solve the problem.
For more control when walking, you could try a head collar such as the Gentle Leader, or a harness that clips underneath the dog on it's belly (not on the back as this increases pulling power - like a sled dog).
A great way to tire her out is to play frisbee-much cheaper than other dog sports and she can be running constantly while you just stand and throw the frisbee. She may not get it at first, but these videos are a great help with high energy dogs:

As for feeding, it seems like labs are always hungry! Try a puzzle feeder, which would slow her down and make her think-mental enrichment will also tire her out. You could also try splitting her meal up throughout the day, or using it as training rewards. Don't worry too much, she may calm down with age, just try to get her exercised.
