Human power is beyond a kid. Those human powered planes cost 10s of thousands to build and are usually powered by professional cyclists. Light guys that can generate huge leg power.

A human does not have the energy to power an airplane except for very short flights. Even lean mean bike riders can not keep one up for very long. You would be spending a lot of money on a frustrating project and the kid will not use it once he realizes he can not keep the plane up for more than a few seconds. You would be better off getting him lessons on hang gliding. That is something affordable that he can actually do.
