It depends in your country but out here you have to have credits and be apart of SAG/AFTRA or have at least one of these credits. But it's like a gamble, keep submitting with what you have on your resume and hopefully you'll hear something. In the meantime get out there and audition for everything and anything non-union or union. (Just don't do something that you're not comfortable with). Good luck

No genuine agent would consider you unless you have a great resume, showing several years of training at a good acting school and loads of stage experience - ideally some film work as well. I'd recommend getting more and better training, and join a good community theatre to start building up a really good resume.
