If your camera can accept manual video settings (check your manual), set the shutter speed to something high, like 1/500 seconds. You will still record at 30 or 60 fps (whatever you set your frame rate to be) with the higher shutter speed. Beware, shooting at high shutter speeds will give a choppy look to your video. General rule of thumb is to shoot at a shutter speed roughly twice the frame rate, thus, at 60 fps you can use 1/125 shutter speed.

You write "recording". Is that video or stills. With stills your shutter speed is too slow. If in video you don't fix it... there's nothing you can do... the nature of both movies and video.
