First you need to know how if at all it has been restricted. It could be by the electronics in which case they need reprogramming. Could be by a restrictor in the inlet and a restrictive exhaust. It could be that the whole design of the engine is to make that power and the exhaust post cannot be made to breath any more than it already does

1) It's Chinese, so it won't be restricted anyway. 2) It's a 4-stroke, so it won't be restricted at all. It is just a myth that all 125s are restricted - they aren't. Some are just gutless by design.

It's a 4 stroke 125cc, I doubt there are any restrictions at all. Max speed would be around 60-65mph at a push, and those style of bikes are geared low for torque. The only restriction I could think of might be inside the exhaust header, the pipe that comes off the engine. It might be a cone that restricts flow, but I doubt there is one in their, but you can check. It's usually only 125cc 2 strokes that are restricted, not 4 strokes.
