Not to haggle on the semantics, but spruce trees don't make "pine cones." Serbian spruce trees are monoecious (male and female flowers are found on the same plant). The ovate cones are up to 2" long. As you might imagine, cones are part of the reproductive process. Native to Serbia, Bosnia and Herzegovina, Serbian spruce can reach 130 feet tall. It is not unusual for plants under stress to expend the energy to try to reproduce in an effort to improve the chances for survival of the species. Perhaps there was some drought in your tree's recent experience that caused it to focus on cone production.
