It depends on what you want. For example, you could have two 5-6 inch fish like a pair of convict cichlids, or 12-15 smaller fish like neon tetras. You can mix and match to an extent (don't try mixing convict cichlids with tetras), but one way to have a community I would look at it is: 1-2 medium fish, 4 inches (pearl gourami, keyhole cichlid, kribensis cichlid, small pleco like a royal or bristlenose), 3-5 medium fish, 2-3 inches (guppies, platies, killifish, hatchet fish), and 6 smaller fish, ~2 inches (neon tetras, lemon tetras, zebra danio), for example.

As a quick and general rule, you could have about 35 inches of fishes. So you could have 35 tetras, in theory. But it depends on what type of filtration, amount of bottom gravel, plants, lighting, and temperature.
