It's hard to give an exact number but due to needing 24/7 security for herself and the top six heirs there are some people who don't like her. The exact financial costs of this security isn't known however her her children and grandchildren don't need that much security

Well, I suppose her number one enemy would be the catholic papacy. They never forgave King James 1st for uniting Eng, Scot and Ireland in the early 16th century and making Great Britain a protestant nation.
